In https://www.postgresql.org/docs/current/multibyte.html#MULTIBYTE, the
table shows that the number of bytes per char of EUC-CN and EUC-KR is 1-3.
But in fact, it takes at most 2 bytes. So it should be 1-2 in the byte/char
column.
