There is no magic to cgi.  The http process runs as some sort of
user.  ("root", or "nobody", or somebody else)  This user must
have read and maybe write permission for the DB in question.
Works fine for me (http://www.mport.com/vendors.html - everything
under that grabs data from a postgres database).
