The bug fix is immediately applied to the main source (i.e., the CVS 
repository at Berkeley where the "blessed" version is kept), it's just that a 
new release is not generated for every bug fix (this takes some time, believe 
it or not).  I can't speak for Jolly or Andrew but I imagine that there will 
be at least one more "release" version which incorporates all of the patches.  
However, speaking with a little bit of insider information, there are several 
problems currently being addressed (i.e., new patches will most likely be 
issued).

I guess my point is that building new releases is probably not high on the 
priority list, especially when there are still bugs in the queue.  Applying 
the patches shouldn't take more than a few minutes (i.e., the "patch" program 
is very fast, especially for such small patch files!).
